Road flares DO work - I've tried them. For larger numbers of gophers, it
might be cheaper to use a weed torch (large flame wand with a 5 gallon tank
of propane).  Put a handful of sugar sulfur (from Ag supply stores - the
sulfur is in little flake-like chunks) in the open tunnel and play the wand
on it for ten minutes or so.  After a bit you see yellow smoke puff up some
distance away as the fumes reach the far ends of the tunnels.  Give it
another five minutes after that, and no more gopher.  The sulfur is quickly
oxidized in the soil and has no long-lasting effects.
