I find it better to start with moist peat. Once it's in the bed water will sit on top of it and take forever to soak in. I don't use peat anymore, since I've been gardening in the same place for 8 years now and my beds are well established and produce lots of stuff for compost, but when I was starting new beds I always opened the bags of peat a week or so before using them and poured small amounts of water in the top several times per day. After a week the peat was usually pretty moist all the way to the bottom of the bag. (40 LB bags)
