Does this gives them enough time to develop their fruit before the season

Yes, although there will always be some green peppers, most will ripen. (At least here in Boston) I never had much luck with peppers before I started doing this. It was said to me that the reason was the root systems didn't have enough time to develop before the fruit came out. Don't know if this is true, but it works for me.
