Stuck Peas

Hi everyone, I planted peas on in early April. They sprouted no problem, but once they reached about an inch they stopped growing. They've been stuck for weeks at this height. I planted a second round in the same set of squares (leaving the original ones also) and the same thing happened. Is it possible the soil is too wet for peas? Would too moist soil affect peas in this way? I live in Southeast PA near Philly. Do you think it's too late to try another round of peas? Any help????
