To answer the basil question, I harvested most of my basil this past weekend,
but there are 4 plants left and they are doing fine here on Long Island -
which I think is the same zone as Philadelphia (zone 6/7).

To answer the windblown pepper question, I use the cheap round tomato cages.
 Seems to help quite a bit.
