Starting over is almost right. If you have larvae, -something- is
happening, so there is a chance. I would turn the pile, making sure to
aerate it well, adding enough green and/or manure to make sure it fires up
(and so it makes at least a 3'x3'x3' pile) and let it try again. A little
heat (read: Aerobic Bacterial action) could finish that pile in a short
time.
The heat should kill the larvae, whatever they are, and if not, let them
eat. Bug poop is good compost!
BTW, hot compost happens with or without sun. Sun can help sometimes, but I
have made some really hot piles in the shade during winter. It depends on
your mix.
You probably have a lot of anaerobic work already done, so turning once or
twice and adding fresh material will probably really help. Good luck.
