Sorry but I had to laugh about the entitled neighbor.  Years ago we had a 
neighbor who had not been given even temporary permission to harvest our 
garden.  One night about 2 a.m. I got up to get a drink of water and saw 
large dark shadow drop to the ground in the garden.  I went to the sliding 
door and flipped on the deck light to see my female neighbor crawling on her 
belly army style with her arms full of green peppers(in those days there were 
no fences)back to her yard.  It was never mentioned and a fence(they 
bought)went up after that.  Perhaps to impose some self control.  These are 
the same neighbors who asked us when they saw our unflanked raised beds"who 
have you burried in there?"
