Thank you Loic, Colleen, and Jan.  And Jan, yes - - it is a a TB.  Grows to 39-40 inches tall here and has 9-11 buds.

An unusual shoulder speckled plicata with lovely form!   It has purple and brown speckles on it's shoulders with very pale lavender plicata edging on it's falls . 39-40" tall. 9 -11 buds. M,L.  Nice branching - semi flaring falls. Seedling # SHFOF 02-22.  (Sapphire Hills x Pencil Sketch) x Flights of Fancy.
