I've seen that also - never really thought about it, always assumed it
was associated with thinning of cell layers towards the edge of the
bloom, especially on seedlings with less than ideal substance; i.e.,
tissue paper :-(
If it's continuous, it can be kind of pretty - light filled rim that
looks silver or gold in bright sun or backlit.
