CULT: odd markings

The first bud on Gallant Moment (TB) opened and surprised me with markings I've never seen before.

These spots are only evident in the top layer of the falls and appear to be a lack of pigment rather than nibbling. All 3 falls show the same type of markings but standards and stylearms are not affected. I know it's not hail.... we haven't had any during the time this was budding and the back of the falls show no damage. Any ideas?
