Art,
It will depend on which program you use to open photos to
explain exactly what to do.
Most programs, you will want to find image properties, there you can
change size with either inches or pixels, check the box to keep identical
values.
You should also check under Edit you should find things like, resize,
crop selection,
cut selection.
There should also be a Selection Tool where you can select just the area
on the picture
that you want to keep and get rid of the excess or unneeded area.
