possibly a pre-emergent, but unlikely.  we have quite a few dust devils here during spring, summer and fall.  We will occasionally get round-up damage from farms miles away.  Wind is the biggest culprit.  Many laws on the books here against spraying when the wind is over 5 MPH.  still folks ignore the laws and the wind.

Drift from chemical spray can easily travel 300 yards, more on windy days, especially if an adjuvent or sticker is not being used.  that looks exactly like round-up (or similar product) damage.  Even a tiny bit of round-up hitting a plant during the development stage can do that. There are some other herbicides that can cause round-up like damage too, unfortunately I can't remember which ones.  Must be getting old.....
