Good question.  Surely White is not listed as a SA, but it does try to sprout an occasional horn or mini flounce.  Sometimes only on one side.

Surely White is surely laced.  Are those tiny flounces at the end of its beards?

 

Stairway to Heaven makes good clumps for me also.  I haven’t paid too much attention to the amount of stalks it produces, but I have to agree that there aren’t too many.  I’ll watch it this spring to see what it does.

This is Surely White. (Lauer 1999) Description said 37" tall.   For me it was 42" tall.
