There are several functional definitions of rebloom but the most common is any bloom that is out of the normal bloom season. According to that definition, blooming in October is definitely rebloom.

Can someone tell me if an Iris planted 8/99, fails to bloom in the Spring of /00, then blooms in 10/00, is this considered rebloom, anyhow?
