Bugleboy Blues (Geo. Sutton R. 1995) Sdlg. G-65A. TB 38" ML Ruffled sky blue (RHS 109c) mottled french blue (100): style arms blended sky blue (109B/C); beards sky blue, base white, gold in throat ending in sky blue spoons; slight sweet fragrance. Dauber's Delight x Honky Tonk Blues. Sutton 1996. This sounds like the iris in your photo. Probably the one that did not bloom was Silverado. Mine did not bloom the first year I had it and several others have mentioned that theirs did not either. My Silverado is on a steep gravel bank on the north side of my house and it does not rot but then we have no rain in the summer months and it gets very hot. I think it likes the cooler north side of the house like my old Edith Wolford likes to be in mottled shade on a steep bank. She blooms for me every year.
