Buttin' in and I do not know. But, the following link provides a good basic education for understanding complexities of color. You may want to back up to the RGB basic system for defining colors first.
The Munsell Color System - Color Models - Technical Guides
I suspect the numbers that prompted this thead are based on the Munsell System but do not know with certainty.
