I had a similar problem, only didn't realize it until I found my bulbs dug out by cats scratching after making their deposits.  My local nursery sells a granular cat repellant which you sprinkle over the bed once a month or so.  It's odorless, and looks a lot like Osmocote.  Mulch, if it's coarse and unpleasant to walk on will work too.  I've read that short bamboo stakes (which make it unpleasant for the cats to walk on) can be used, and possibly deter deer.

Well..... I prepared my first tub... and filled it with potting mix...
and now I realized I just made the perfect stray cat litter box. So
before I plant it with seeds and set it outside, I'd like to get some
more feedback on how to prevent the neighborhood cats from thinking this
is a fancy new toilet!

Best thing I can think of is building a "pen" with chicken wire. Harrumph.
