I've checked two years, the two with lowest germination rates.

Very tentative theory: If the seeds come from the Pacific coast or
Europe, they germinate for me. If they come from the Atlantic coast,
they tend not to. (2 packets from the Atlantic states germinated in
2004, 12 did not).

Maybe those seeds need more extreme conditions to germinate?
