I've experimented with many different tools and techniques down through the years, and would say that the key is a good magnifying glass.  I use a desk model, with a lighted magnifying glass mounted on an adjustable arm.  This makes it easy to identify the hilium end of the seed and leaves both hands free for surgery. It also makes it much easier to cut precisely -- the key to a high success rate.   Too deep and the embryo may elongate but will be too damaged to survive.  Too shallow and it may not germinate.
