Iris ruthenica

I think thats the correct spelling, anyway this is my first posting 
and I would like to ask, would this be a good time to divide Iris 
ruthenica, and what type of soil does it prefer.  The flowers are 
lovely but quite sparse so maybe a better soil mix would help.  Thank
