Diane and Dennis,
	Thanks for responding.  What Diane said about her climate makes me think 
that giving them an extended 40-50F period is worth trying.  We usually go 
straight from winter to warm weather, with a very brief spring, here in 
central NY.  Dennis, I have been covering the seeds with about 1/4 to 1/2 
of potting mix.  I know some seeds are supposed to need light; I actually 
start most of my siberian hybrids on damp paper towels under lights, and I 
have not tried that with any of this group.  It might also be that they 
germinate best from fresh seed, and only occasionally from dry stored 
seeds.  Anyone else have any ideas?
