Pehaps you just need a different mail program.

I don't have to do anything. When I open Lars' messages, the pictures
are at the bottom of his messages (except for the ones that are blank,
of course). I use Mail on a Mac. I've just checked with our oldest
Mac on which I use Eudora, and it works the same.
