It certainly does to me also. With a crest on the falls and wide leaves it is definitely not a PCN. There are two Asian crested iris with that kind of mottling on the falls. The other is I. milesii, but it has flowers that are much smaller relative to the foliage, the falls are less rounded, and its flower is always a shade of pinkish lavender, not blue.
