It does look like it has its mouthparts inserted into the leaf. If it does lay eggs, the offspring will just be tiny versions of the adults, not some sort of grubs feeding inside the plant.

No, I'm not seeing damage yet. But I don't remember seeing these guys before, and they're kinda everywhere now. They really seem to favor the tetra-versata irises for some reason. I'm worried they might damage the developing seed pods (by laying eggs or something).
