Well this I'm from Spain and living in USA now I don't knoshow was last year or this year, last year  because even I made a order in USA I took the seeds with me to Spain later, but before these two years I have never ever paid taxes for my SIGNA orders. I don't if that is now related with the commercial war between USA and EU.

I think seeds and specially small orders f them didn't have to pay. And if we have too nothing more the 3% than nowadays banks charge when buying abroad by credit or visa card. The way make things easier if it would be to get some kind international permission like when donating seeds to USA and you need that form from Smericsn Agriculture Department
