I think about 1 to 2 tablespoons per gallon is what we used when we needed to water our Japanese irises, but then our city water has a pH between 8 and 9.  Anyone using water coming from a treatment facility should be able to get pH information from the facility and adjust the amount of vinegar accordingly.  To be certain of the pH after adding vinegar, you can purchase relatively inexpensive pH meters from most garden supply catalogs, or perhaps from your local garden center.  Or, you can use a litmus strip kit (that used to be sold at pharmacies and may still be available).

(many years ago) using 1 Tablespoon of vinegar to a
gallon of water, for watering container planted citrus.
