Sending seeds into the U.S. is much more complicated than it used to be.

Here is the simplified procedure:

The person or society that wants to receive seeds must get a permit to import "Small Lots". They receive mailing labels that
they send to donors. The address on the labels is for the closest inspection facility.

The donors use the mailing labels to send the seeds. The inspection station receives the seeds,
inspects them, and then sends them on to the recipients who must arrange for this
onward mailing. (SPCNI uses UPS)

There are other regulations that I haven't mentioned - labelling, use of plastic bags, limit of 50 seeds
per bag, etc.
