Unless you're out there EVERY DAY and counting! More than one borer can
live in each plant!
I didn't spray one year, thot I was vigilant, but some got thru anyway
to the bud and by the time of blooming, the borers had won the race.
If you have any beardless, they are even MORE difficult to find and
smite!
Perhaps a gas mask would help? Your neighbors will have questions, but
it would be worth it if you want to see +/-flawless blooms!

Allthough most literature talks of the borer laying eggs in the fall I have
suspected that in the more northern/colder climates that they lay the eggs in
the spring. I have tried the spring clean up route and found the the borers
still arrived. I thought that I had seen some information from some University
that indicated that this was so. I wish I had made a better note of where
this information re the spring laying for colder areas had come from. If
anyone recalls this could you forward the information. This is certainly more
consistent with my own observations and experience.
