Murphy's Oil Soap is a good insecticidal soap, probably on a par with
Safer's.  Soaps with fatty acid residues (like Murphy's) are the most
effective.  Used as Michael outlined, it should be effective against
borers, but in order to kill them, the soap has to get on the borer itself.
Since it washes off in rain, that means spraying regularly and often for
control.

MOS is also very effective against aphids and whitefly.  Just remember that
you have to spray it on the insect in order to kill it.

Shakely's also promotes some of their cleaning products as environmentally
safe insecticides, but I have not found them very effective.  I am sure
others have had a different experience, they just not have worked for me.

It's a bright sunny day and the bacterial leaf spot is drying up.
