  Leash laws, only work for people who follow them. My neighbors 
learned to keep their dogs to home, with several calls to my local 
Animal Control Officer.  Not only are there leash laws, there are 
also ordinances for distruction of others property.  Be it by 
defication, digging or tresspass. These ordinances also apply to 
cats, is some areas. 
  I had to put up 650 feet of fence to keep-out other peoples dogs.  
My two dogs love the space and freedom of our back yard. The front 
yard is a different story when it comes to fences.  Try looking for 
dog repellent at Lowes.  It comes in a small bag and is about $3 -$4 
for 2 pounds.  For cats you can hang moth balls in sacks on bushes.  
Be careful with moth balls they are deadly to animals & children.
