Hi Walter -
I was basing my estimation of zone 8 on the fact that Lorena Reid in Oregon
grows and sells setosa. On my map it showed as zone 8. Thanks for your
input.
The American Horticultural Society has an additional zone designation for
gardeners to use, in addition to the USDA zones, based on heat days. The
map is located at:

At present I don't believe the heat days has as much an influence over this
species as the winter cold, but I am keeping my opinion quite open about
this. My area would be listed as USDA zone 3 and AHS zone 1.
