Hi Mike. It looks like an Allamanda or a Maurandia. Both are in
Apocynaceae (Milkweed Family) and both are common garden plants in the
tropics and southern California. Maurandias have been available in recent
years mass-marketed in garden centers all over the country as
"temperennials." Both plants contain species of scrambling or twining vines
or vine-like shrubs. Allamandas tend more to the yellow, so I think this is
some hybrid Allamanda. Maurandias are usually pink or red.
