HYB: evaluating seedlings

Well, who'd a thought I'd be asking this kind of question so soon...
My rebloomer bitone lavender & white seedling has a bloom open today &
the clump is loaded with more stalks to come. This first stalk is a bit
stunted, but the bloom is normal & the later stalks look like they will
be normal height. So, I think I will want to introduce this one. This
is its 4th year here, no bloom the first spring (plant too small), bloom
the 2nd year, damaged bloom the 3rd year (not protected from late
freezes), bloom this year with protection from one 25o freeze night but
not the preceeding night which was a bit warmer. It is growing in an
area of my garden that is more soil than gravel, so hasn't received the
full scale torture treatment of the gravel rows.
Jim Ennenga, our AIS affiliate club president & previous RVP for
whatever region Nebraska (?) is in saw it in bloom 2 yrs ago & said if
it turned out to be a rebloomer I should definitely introduce it.
What next? Where is the next national convention & when/how does one
send seedlings? How many rhizomes should I try to have before
introducing it? Do most small time hybridizers sell their new
introductions through ads in the AIS Bulletin?
Or do I want to wait until I come up with something that is closer to
perfection for a first introduction?
