I'm in northern Minnesota, and yes, all iris foliage dies back to the 
ground in winter.  At present, I only have about an inch of growth on 
bearded irises and none on Sibs.  We have, however, had temps in the 70's 
on a couple of occasions within the last couple weeks, so it's possible 
there has already been some borer hatch.
