Kitty, I think a destinction should be made between Photoshop (more of a professional application & very pricey) and Photoshop Elements.? Elements is not free but nothing like the cost of Photshop.? I have Photoshop Elements 2.0, not the newest version, but it does all that most people would want, the things you mention and more.? I took a class at a local technical college and have forgotten most of what I learned because I don't use it.? I do know where to find the information, should I need it.? Some of these classes can be taken online, like digital photography.??Some applications have online tutorials.?
I rely as heavily on Photoshop as my photographic
tool as I do my camera.
However, starting off with other lower cost tools will certainly allow one to
begin to be familiar and enjoy working with their photos.

Linda, to have a good answer for what other programs are "useful", it is
really helpful to have an idea as to what the user (average?) wants to do.
Do they just want to organize and print? Do they want to do lots of
cropping, size adjustments, and contrast/hue adjustments? Do they want to
correct faults in the photo? Do they want to do graphic design?
I don't know Corel but I've used Photoshop for about 8 years. I'd highly
recommend anyone wanting to know Photoshop to take a class at a community
college, you'd find it so much fun and you'd get hooked. It's true that
Photoshop is expensive but there are often student discounts available when
the class registration is confirmed. Often there are introductory weekend
classes which will demonstrate what Photoshop really does.
Photoshop allows unparallel capabilities to use layers, layer masks, filters
and adjustments to do just about anything to a photo and for graphic design.
For me, I'm able with just an average digital camera to take lots of amateur
photos, and easily select the best or parts of the best of those photos and do
amazing things to them. I rely as heavily on Photoshop as my photographic
tool as I do my camera.
However, starting off with other lower cost tools will certainly allow one to
begin to be familiar and enjoy working with their photos.

John,
The learning curve for me on Photoshop was too much, so I went w Corel Paint
Shop Pro XI.
Not only is Corel about 1/3 cost but is very user friendly.
My question is what advantage does Photoshop have over Corel ProXI for the
average user?
Does anyone know that has used both?
Or is there another program equal to Corel, that is cheaper, and as user
friendly for the average user?
(This is assuming everyone has the free programs, Picasa and Irfanview)
Are there anymore free programs as useful as these are?
I use Picasa for some minor things like cropping or if I just need a black
and white etc.
I use Irfanview for contact sheets and printing rather than the wizard or
Corel.
I like what it allows me to do without a lot of trouble.
