Paul, the Metropolictan Area does include the surrounding areas, and is
much larger than NY City, geographically. Many of the MAs in the US are
the same way. For example, Atlanta is near my home. The city of Atlanta
consists of parts of two counties, but the MA is 19 or 20 counties.
