I had problems like that until I upgraded software.  You can download
Netscape for free at http://home.netscape.com/download/index.html
Netscape, and probably the Microsoft software as well, automatically
determine how the message is encoded and cures some of the encoding
problems experienced older software.  The newer software will also let you
send and receive mail in HTML which allows italics, underlining, bullets
and other formatting.
