OTOH, each affiliate has members who are not eligible to vote as individuals 
because they have not yet joined AIS -- sometimes a lot of them.  A group 
discussion and consensus vote can serve to intoduce newcomers to one more 
benefit of AIS membership, help maintain the affiliates vitality, and bring 
new members to AIS.

I liked the way I saw MVIS handle this.  Those members who did belong to AIS, 
and thus had their own voting rights, took part in the discussions and 
answered newcomers' questions but abstained from voting.
