Greg, Louisville water has a pH of nearly 9.  We did not know that for years, and then we discovered why we had so much trouble with our Japanese...we were killing them with kindness by watering them a lot!  We now add a bit of vinegar to the water.  

The other thing that we have found to be wonderful is a liquid called Monty's Joy Juice -- at least that was its first name.  The man who made the formula is a Louisvillian named Monty Justice and the stuff worked so well that he founded a company to make and distribute it.  It is best used as a foliar spray and all plants we have tried it on respond like gangbusters.  The liquid is highly concentrated and contains lots of micronutrients.  It is now called Monty's Liquid Plant Food.  If your local nursery does not carry it, you can get in touch with the company at 800-978-6342.  Disclaimer:  I have NO investment in this company, but do like to share a great product to fellow gardeners!  (I have taken note of the new regulation requiring all the financial gurus on television to state whether or not they own any stock in a company they recommend <VBG>.)  Product literature states that the pH is neutral, so I don't know if it would be the total answer for your alkaline water.  I do know that mixed with Louisville water, the Siberian irises love it.

  I irrigate with creek water that has a 8.5 ph and it has substantially
  raised the ph in a couple of my beardless iris beds. I've spread granular
  sulphur, but was wondering if anyone had a quick-fix foliar spray or drench
  that could be used to give the plants a boost.
