Speaking for my seedlings, very early.  It has been evident even before they
were removed from the pot into the seedling bed.  So I would say by the time
they have 3-4 leaves in the fan, it can show.  It has continued to show up
after they are put in the seedling bed.  Since my seedling beds are under
the canopy of oak trees and because they get lots of water, it tends to stay
present longer than older plants in more sun and more or less on their own
for water.  So after they have been transplanted and grow in regular beds,
the PBF behaves as it does otherwise.  That is it is evident in the cool
weather of spring and fall, but disappears in the long, warm summer days.
It is more or less present in the winter months to some degree, but the
intensity of the purple is less than spring & fall.  On some plants with
very strong PBF, like AMERICAN SWEETHEART, it can be detected year 'round,
especially at the soil line where the fan provides shade or just under the
soil level.  The detectable presence or not is the same regardless of the
age of the fan, just dependent on the season.

It's not something I try for, but at one time there was a suggestion on
iris-talk that those with PBF were stronger growers than those without it as
a general rule.  I can't verify that based on my observations.  Chuck also
asked once for info on parents that didn't show it, but when crossed gave
seedlings that di.  I tried to accommodate that.  I had seedlings showing
it, but it was summer and I forgot to check to see if the parents that
weren't turned up with it in the fall.  On some, it is clearly stronger than
on the parents, but the parents do show the trait.
