Good genes.  Some varieties are just slow to increase.  HELLO DARKNESS is
one that consistently is stingy with increase in many places according to
posts on this list - certainly was here.  Otherwise, good growing
conditions, including soil. cooperative weather and no grasshoppers should
be enough.  You can amend the soil, but the other two are a roll of the
dice.  Unfortunately that's two out of three that may be beyond your
control.
