I fight a continuous battle against scale on my indoor orchid collection, though I've never seen them on my iris. They are very hard to eradicate as they can find numerous places to hide to avoid contact with anything we might use to kill them. At best, I hope to manage them to a point where I only see an occasional one. I believe the white sticky residue you refer to is the cottony covering of the males. Here is a web site with some formulas for managing them without the use of hard pesticides.
