If some one answered this I missed it.
Prior to 1990 (but I don't know for how long prior) an iris had to receive 15% of the votes cast in order to win the Dykes. In 1989 no iris met that criteria. The rules were changed as of 1990 to read" the iris getting the most votes in the ballot is awarded the Dykes". (wording approximate)
