disease prevention summary for hypochlorite

Let me rephrase my previous comments combining the discussion I had with
Gigi 5 to 10 years ago, my larger experience base since the discussion and
John's observations.

A 0.5% hypochlorite soak for 20 to 30 minutes is effective in preventing the
spread or importation of mustard seed fungus. The soak is not effective
against future bacterial soft rot because of the existence of the rot
bacteria already in the soil. The soak is also not effective against scorch,
leaf hoppers, aphids or thrips. Does this seem like a reasonable summary?

Some else needs to address the question of increases.

John had asked a rhetorical question if I thought hypochlorite dipping
ineffective, why was it part of my shipping permit? The county ag supervisor
wanted it as a condition. The cost of dipping is far cheaper than arguing
with him so it would be a battle I could not win.
