rotations are often done with legumes like soy or alfalfa because they fix nitrogen into the soil.
The advantage I can see to onions is that once you remove them, they do not "volunteer" readily from small root fragments like many plants will, and they also do a pretty darned good job of sending bugs and other critters packing. I suspect I would opt for garlic, but that's a personal preference.... LOL
