If there is some compelling need to have memberships all come due on
January 1, one possibility is to take $18 from each new member, but give
a credit for the unused portion of the year. You'd still be getting a
renewal notice less than a year after joining, but the bill would be reduced
according to how much of the coming year was already "paid in advance".
