Wait a minute--is there an implication here that the non-judges are
less influenced by hybridizer names than judges, and that they have
dirtier hands?  I hope that's not true, for the sake of their hands
if nothing else.

I do think that to fix this right we need to introduce some ugly
complexity, either by paying some special attention to cross-regional
preferences or by collecting ratings instead of votes as Tom suggested,
or both.
