Soil (fine Clay?)

If the soil here was the normal DG, I'id have no trouble at all
with it, I'm used to growing everything in it! But this trailer
park is kind of odd. When it was built, they scraped clean the
ground, then after pipes,etc. where put down, they put black
plastic sheeting down, then covered it with p-gravel and then
layered over that a soil that all I can call it is a kind of fine
clay that's almost like a sand. It'll stay damp but the water
drains through it very fast. Yesterday after 3 inch of rain fell,
within 2 hours, there was NO puddles of standing water. Plus I'm
growing my LA in a old 'cat litter pan' that cracked on the
bottem and drains fast itself. That's why I was thinking of
adding a bit of sand to this stuff. Just a shot in the dark on my
part.
