The box from Denver was openned and resealed by the U.S. Postal Service.
The specific situation dealt with an international address (box over 16
ounces and not presented to a postal clerk), but there is a domestic
flavour as well. If the box is over 16 ounces and bears stamps, it must
be presented to a postal clerk when being delivered to a U.S. address.
I am 90% certain the aphids came from Denver, it's that 10% I have a
problem with.
Anyway, everything has had a bleach treatment, but a racoon (or
groundhog) has been visiting as well. The original question have nearly
become completely theoretical.
