Yes, and pull them when the soil is damp and friable. The taller the
weeds are the easier they come up. Then you cultivate, top dress with
manure or compost, and cover up with mulch. It CAN be done a square foot
at a time, if need be. My 77 year old father gardens on two acres of
land, and weeds by hand or shovel.

Sadly not enough people think about the larger picture. Our decisions
are often based on what is cheapest, quickest, easiest.
To avoid destroying our environment altogether, we are going to be
called on increasingly, to behave responsibly, and deal with problems in
alternative ways. We would, of course, still have crops without
pesticides and weedicides. Farmers are finally realising that there are
alternatives. (for instance Australian farmers are starting to select
sheep which show resistance to worm infestation, since most worms are
now resistant to the drenches they use.)
I started gardening seriously in my early 20's and, as I wanted a
healthy family, I avoided contact with chemicals. This became a habit,
and one I see no reason to break.
Anyway, arguing about it isn't getting the weeding done!
